The Arabian Peninsula quickly turned into an important player in the “team” of the world, as it was rich in petroleum.

The countries of the peninsula were economically independent, but needed military companions. Their views were contradictory; the USA could hardly help them as it supported Israel. The kingdom of Saudi Arabia was transformed in to an “object of intense international scrutiny”, as Faysal contributed to participation in the Arab oil embargo. Saudi monarchy was threatened by Yemen, which proclaimed itself the Yemen Arab Republic, the kingdom was not military strong enough to repulse. Oil-producing countries were not capable of controlling petroleum prices and founded the Organization of Petroleum Exporting Countries in 1960. They began to use oil as an “instrument of diplomacy” and notified, they would “cut down on oil”, the prices went up again. America became the main provider of weapon for the kingdom. King Faysal implemented a substantial plan of the country’s military, economic and educational development. The ruler encouraged Islam and used it in his own purposes.

When Kuwait, being “independent principality under British protection”, gained wealth and the prince benefited, as he “made no distinction between the state and the ruler”. Oman’s sultan Qabus managed to implement a plan of country’s material improvement too. In 1971 smaller states of the Gulf: Abu Dhabi, Dubai, Ajman, Fujairah, etc. achieved independence.

As before becoming an oil-producer, Arabian Peninsula was hardly paid attention to on the international arena. But it rapidly became an active “participant in the global economy”. As it turned into a great economic power, it had to lead an appropriate line of conduct, strategy towards other countries, including such powerful countries as Great Britain and the USA, which profited greatly as it was the main provider of weapon for the Saudi Arabia and though the USA offered support from the very beginning it was not easy for the Arabian Peninsula to accept it. Oil-producing countries were economically but not thoroughly strong. They had to learn how to act to rule other countries which were consumers of their oil resource, including the USA, “world’s largest consumer of petroleum”. The Arabian Peninsula formed diplomatic relationship with the consumers, stabilized prices, thereby provided itself with necessary stability and confidence in future welfare. The Saudi Arabian King Faysal created a plan of its all-round progress and it was successful.

The population grew and elite prospered, this way of ruling is an instructive example of how a governor should beneficially use the resources available.

It is obvious that the oil embargo was a remarkable event which influenced further cooperation of the countries. Each of them is guided with their own interests but only those who possess and exploit resources for the benefit of their state, behave diplomatically reasonable, may anyway succeed.
